I will say this on this matter, I have seen nothing on the tow package that is different on the Tremor's, the leaf pack, the hitch, even the door markings all say the same, the only difference might be in the cooling system, I had an opportunity recently to sit my truck beside a 400a without the tow package or the tow technology package and compare them, at the dealership, none of us could find anything that might increase the ability, the only discernable difference we could see was that I had the trailer brake controller and the 400a did not. So anything else that would make a difference would have to be in the cooling system. This is with them side by side on a lift to try and compare, unfortunately I didn't have my phone with me to take pics. If you look up the vin numbers though they do differ in towing capacity but other than the trailer brake controller and maybe the cooling system there is no difference that we could find. I say maybe the cooling system because we didn't check that.
I’ll bet he quoted the GVWR (gross vehicle weight rating) - which is 7,000lbs on all Tremors AFAIK - and NOT the towing capacity. Would be an interesting point to get him to clarify.
