Definitely something that was installed by the previous owner of your vehicle.
It might be some kind of GPS device that many used car lots use.

I'd bet that's tracking crap for theft recovery sold by that dealership.

That's basically what I said. It's LoJack or some alternative to it sold by dealerships as part of their "protection packages". You get it with dealer installed warranties, etc. Not only that, but I think they tend to install it on most of the vehicles if not all of them and don't necessarily remove it if you don't buy the coverage. Often dealers will throw that stuff in seemingly for free by coming down off the price of the vehicle slightly to offset it so you don't pay for more.

We just bought a Land Cruiser where the dealer tried to sell us one of their mandatory protection packages including GPS tracking. Finally got them to drop that nonsense but it looks like they forgot to take back the GPS tracker, which was very obviously just plugged in the OBD port. What a ripoff for anyone that actually pays a grand for that, it’s so obvious and easy to remove that I would be shocked if a real thief didn’t throw it out the window the moment they got in. Not to mention that vehicle and all of our Tremors have location data sharing with the manufacturer already and real thieves know how to even disable that.
